Kelbi Horn is a Material type of Item in Monster Hunter World (MHW). These useful parts are gathered and collected by Hunters in order to improve their Equipment and performance out in the field. Infusions of powdered Kelbi horn work wonders on stomachaches.

Specifically, the best place to find Kelbi is in the Shrine Ruins. There, track Kelbi in areas 11, 13, and the grassy ruins between 8 and 10. Kelbi will run away if a Large Monster is in the area, so make sure you're alone when you're looking for them.

The only "reliable" way is post-game, High Rank Hakolo Forbidden Ground expedition set for treasure. Prior to that being available the 4 Kelbi on Hakolo Island are the only Kelbi I know of in the entire game, you will want to be using the charm that increase the rare item drop rate, and hope for the best.
